Authorized by Ministry of Commerce, P. R. China, International Poverty Reduction Center in China will organize “Seminar on Public Service and Poverty Reduction for Developing Countries in 2018”(05.25-06.08.2018). Working language of the seminar is English. The seminar will introduce contents themed on “Public Service and Poverty Reduction” for developing countries. Targeting at the demand of rural development and poverty reduction, the seminar will conduct in-depth discussions about the relationship between poverty reduction and public services such as rural infrastructure, education, health, science and technology, finance, social security system, etc. The seminar will also facilitate policy sharing, problems analyzing and countermeasure exploring from four aspects: “Why provide public services”, “What public service to be provided”, “How to provide public services” and “How to raise fund for public services”. Through lectures, case studies and field visits, officials can get a better understanding of China’s rural public service system and models, explore the ways of improving poverty reduction strategies and capacity of formulating and implementing poverty reduction policies. The seminar comprises four parts: thematic lectures, country-specific presentations, case studies, and field trips. During the lecture session, experts from the Chinese government departments and scientific research institutes will be invited to introduce several aspects of China, including the framework and implementation mechanisms of public services in rural China, focusing on rural infrastructure, education, health, science and technology, financial services, social protection and financial reforms. In the session of country-specific speeches, delegates will be invited to introduce their policies and practices, analyze the problems in development of rural public services to achieve sustainable poverty reduction in their respective countries, and promote the theory exchange and knowledge and experience sharing in poverty reduction. In case study sessions, the government officials of China’s relevant provinces will be asked to brief on the specific projects implemented by local governments to develop rural public services to achieve the sustainable poverty reduction. Field trips will be conducted in Hubei province, with the projects to be inspected covering various areas including rural development and poverty reduction, education, health, science and technology, financial markets and social security. The seminar will accordingly promote the construction of rural public service system for developing countries and improving their capacity of formulating and implementing poverty reduction policies.
International Poverty Reduction Center in China (IPRCC) is an international anti-poverty institute jointly initiated and established in June 2005 by the government of the People’s Republic of China and the United Nations Development Programme and other international organizations. The mission of IPRCC is to make contributions to poverty alleviation across the world by conducting poverty reduction studies, sharing development experiences, promoting international exchange and South-South cooperation and introducing foreign capital to poverty alleviation. As an international platform in the field of poverty alleviation & development and also an important channel for the Chinese Government to carry out South-South cooperation, IPRCC provides developing countries and other relevant agencies with services from the following five aspects:1) Conduct research on domestic and international poverty reduction policies and theories, and popularize research outputs; 2) Carry out international poverty reduction trainings and poverty reduction knowledge sharing with other developing countries; 3) Organize international forums, conferences, exchange visits and relevant activities; 4) Carry out international poverty alleviation cooperation and undertake developing-countries-oriented poverty alleviation projects sponsored by the Chinese government; 5) Manage poverty alleviation projects with foreign capital and bring in international funds and advanced experience to assist China’s poverty alleviation and development.
